The Delaware Health Care Commission publishes a number of health care research reports and documents, examples of which follow. Mental Health Professionals in Delaware 2005
This report measures the number and spatial distribution of mental health professionals practicing in Delaware. In addition to the supply of the mental health professionals, this report provides demographic information, practice characteristics, and the spatial distribution of the mental health professionals at the sub-county level.

This report measures the number and spatial distribution of dentists practicing in Delaware. The objective is to identify underserved areas and to understand any existing or developing trends that could impact the supply of dental services.

This report measures the number and spatial distribution of primary care physicians practicing in Delaware.  The objective is to identify medically underserved areas and to understand any existing or developing trends that could impact the supply of primary care services.

Delaware Federally Qualified Health Center / Henrietta Johnson Medical Center Market Research Study
This study analyzed how and why various populations access health services, with a particular focus on community health centers. The primary goal was to understand the perceptions, attitudes, level of satisfaction/awareness of individuals who are current and past users of federally qualified health center (FQHCs) services, as well as those who have never used FQHC services. Initial market research focused on the Henrietta Johnson Medical Center in Wilmington, one of four federally qualified health centers (FQHCs) in Delaware. The intent is that this information will assist FQHCs in targeting their resources to specific, high-need populations, and promoting the most effective outreach, education and awareness programs.

Delaware Health Education Pipeline Study and Report - April 2007
This study of health education and training programs is the first of its kind in Delaware, and is intended to provide baseline information that will be useful to policymakers and education leaders in the state. All health programs in the state, a total of 104 programs at over 20 institutions of higher education, were surveyed in 2006 with a near 90 percent response rate. The survey tool was designed to ascertain program composition, current enrollment levels and characteristics, graduation levels, occupation characteristics of graduates, barriers to growth, and future challenges of health education programs in Delaware as they relate to the preparation of a strong health workforce.

This report outlines two possible approaches to universal coverage that could then be modeled through microsimulation to estimate cost and coverage effects.

Delaware Institute of Medical Education and Research Annual Report
The report begins with a brief history and background of the Delaware Institute of Medical Education and Research (DIMER), followed by an outline of DIMER's accomplishments and agenda. The report describes the composition of the DIMER Board of Directors, its committees and purposes. A description of the DIMER loan program and selection procedure is included, along with demographic characteristics of students attending Jefferson Medical College.

Delawareans without Health Insurance: 2006 Presentation Slides
To better understand the nature of the uninsured in Delaware, the Health Care Commission monitors its size and structure. This presentation on the 2006 uninsured population statistics was given to the Commission by Ed Ratledge (University of Delaware, Center for Applied Demography and Survey Research).

The Total Cost of Health Care in Delaware
This report provides insight into how much is spent on health care and what types of services are purchased. It examines Delaware health care expenditures in total and by service type, including hospital, physician, dental, home health, and prescription drug spending. It also provides information about payment sources and compares Delaware health care expenditures to the nation.

The Supply & Demand for Mental Health Services in Delaware - June 2006
Volume I - contains an executive summary and key findings, best practices, recommendations and an action plan for improving the mental health care system in Delaware.
Volume II - provides appendices with detailed background and support information to accompany the findings and recommendations presented in Volume I of this report.

The Status of Nursing in Delaware 2006 - A Second Look
This report summarizes the data and findings from a 2005 survey of licensed registered nurses. The intent was to replicate a study completed in 2000 to compare results and determine if progress has been made in alleviating the statewide nursing shortage. Survey questions included variables for demographic data, employment data, profession activity data, salary data, and a qualitative section with responses on wages, value, working conditions and workload. The report was produced by Wesley College in partnership with the Health Care Commission and the Delaware Board of Nursing.

Stroke System of Care: A Prevention and Treatment Strategy for Delaware
In early 2006, the Delaware Stroke Task Force was convened to explore the current stroke care environment, identify potential areas of excellence as well as gaps in stroke care system, and make recommendations to develop and improve Delaware’s statewide system of care. The Stroke Task Force included experts in various related fields from all three counties to draw upon their knowledge and experience working together to improve Delaware’s response to stroke. This report includes a summary of data relating to stroke incidence and death rates, data on risk factors affecting stroke, a description of current stroke care systems in Delaware and recommendations for improvement.

Consumer Assessment of Health Plans Survey (CAHPS) in Delaware
This Consumer Assessment of Health Plans Survey represents an independent and balanced means of determining public satisfaction with managed and fee-for-service care provided in Delaware through the private and public sectors. While most surveys gauge how individuals feel about managed care and appraise their beliefs, this survey measures actual experience. All participants must have seen a doctor within the past six months, and the questions relate to those experiences.

Extent and Impact of Diabetes Flow Sheet Use in Delaware Primary Care Physicians' Offices
Appropriate care by a primary care physician, coupled with educated self-management by the patient, can greatly reduce rates of complications and mortality among persons with diabetes. Heart disease, kidney conditions, retinopathy, skin and foot problems, and nerve damage all can result from improperly controlled blood sugar. Primary care physicians are responsible for ordering lab work and other exams, as well as conducting patient education on a regular basis, all of which can help patients control their blood sugar and improve their outcomes.

Dental Care Access Improvement Committee Report and Recommendations to the Delaware Health Care Commission, March 2, 2000
The report begins with a brief history and background of the creation of the Dental Care Access Improvement Committee. The Committee conducted a review of the purposes, administration and structure of the Delaware Institute of Dental Education and Research (DIDER). They reviewed access to dental services among the Medicaid and general populations, dental care practice sites in Delaware and the dental care workforce. The report includes their findings and recommendations for change in order to improve access to dental care in Delaware.

Cost Containment Committee Report to the Delaware Health Care Commission on Cost Shift in Delaware and its Impact on Health Care Financing, June 16, 1999
This report consists of two parts. Part I represents the Committee's deliberations on the cost shift issue. It sets forth the key committee findings, discusses policy implications of the findings, and offers a set of recommendations for next steps. It embodies the consensus view of the committee members on this important subject, and presents the findings in a Delaware-specific context. Part II is the report prepared by the Lewin Group. The observations and recommendations offered in Part II are those of the Lewin Group to the Committee, while the observations and recommendations in Part I are those of the Committee to the Delaware Health Care Commission.

Diabetes Task Force Final Report to the Delaware General Assembly, May 18, 1999
The report begins with a brief introduction and background of the creation of the Diabetes Task Force. It provides an overview of diabetes, its symptoms, complications and treatment. It identifies the barriers to the diagnosis and treatment of diabetes in Delaware and presents options for overcoming the barriers. Finally, it offers specific recommendations for improving the management of diabetes in Delaware.

Individual Market Health Insurance Reform: Feasible Options for Improving Access in Delaware under Health Insurance Portability and Availability Act of 1996 (HIPAA) February 4, 1999
Individual Market Health Insurance Reform: Feasibility Options for Improving Access in Delaware is the work product of the Commission's Committee on Individual Market Reform. The report explores a number of models that could be used to improve the affordability and availability of health insurance for individuals who are unable to obtain insurance as part of a group. The models were developed with the unique characteristics of Delaware in mind. The report shows how each model fits with various policy issues, gives the relative costs of each model and the number of people that could expect to be impacted.

A thorough and in-depth analysis of the best means to regulate managed care, with particular emphasis on the importance of ensuring quality, access and fairness throughout the system.

Reducing Cancer Risks and Deaths in Delaware: A Report on Public Education and Barriers, February 5, 1998
This report outlines the behavior and barriers which contribute to Delaware's cancer incidence and mortality rates, and a framework for a strategy to overcome them. The report represents two of four major cancer initiatives recommended by the Governor's Task Force on Cancer, which was formed in response to Senate Joint Resolution 17, signed by Governor Carper in July 1993.

Small Business Insurance Task Force Final Report -- June 30, 2003
This report, while not identifying one solution to address the problem of affordable insurance premiums for small business, outlines several issues and alternatives the Task Force believes merit further study and examination. They range from a review of Chapter 72 the regulations enacted in the early 1990s intended to reform the small group market to a more extensive analysis of a single payer universal plan.
